Can You School the Navy, Marines on Cyber Security?

The Navy and Marines are looking for a small business to develop online and in-person courses for staff. The Navy and Marines are planning a five-year cyber-security training program for civilian and military personnel, and they have $26 million for anyone who can create it. A recently released contract solicitation is looking for a small business to develop online and in-person courses that will ensure that military personnel are "properly certified and skilled on cyber security." Among the courses the winner will need to develop are the fairly generic-sounding "Network Traffic Analysis," "Cyber Threat Detection and Mitigation," and "Reverse Engineering Malware." There are also more curious courses, including "Advanced Digital Media Forensics" and "Advanced Adversary Tactics." Classes should also cover software like Metasploit Pro, which performs network penetration tests, and Cobalt Strike, for emulating threats. The new contract is part of an overall increase in US military spending on cyber security.

A Navy task force recommended $300 million to be set aside in fiscal year 2016 for cyber-security training programs, according to Fedscoop. Proposals are due by May 12.
It is aimed exclusively at small businesses, and has a base period of three years with two one-year extensions.
